It is slow, clunky, and too "blinged out" if you know what I mean.
It sometimes works, and it usually doesn't.
There has never been a better site than Bungie.net for Halo stats/news/info/forums. It has just always... worked.
EDIT:
Exhibit A: Got this a moment ago when trying to load Waypoint. Had to clear cookies and restart browser before it would actually load. You should not have to do that to go to a website... I had Waypoint already open and simply clicked on the Forums link.
