In Halo CE the level The Two Betrayals(a personal fave) the opening cutscene sheds some light onto not the Halo 2 storyline, but Halo 3. 343 Guilty Spark asks Chief, "Why do you hesitate to do what you have already done?" I believe that this ensures the firing of a Halo, the ark, or whatever. I also believe that a Halo has no beginning or end, so to tie that into a game I think that the firing of a Ring would not end the universe, but start it over. The forerunner couldn't contain the flood so they built the Rings to restart the universe and fix the problem, but they were consumed by the flood. The forerunners never activated the rings. The flood survived on the forerunners biomass for all this time. The Covenant come along and believe that Halo begins the great journey. Humanity finds out that Halo is a weapon. Humanity is afraid to start Halo and the Covenant feel obligated. Chief finally decides to activate a Halo in Halo 3. The universe starts over and the Forerunner get stuck in the same jam. It's a vicious cycle if it's true, but it's pure speculation except for the Two Betrayals bit. I'm about 97% sure Chief will fire a Halo in Halo 3, because of what 343 Guilty Spark said.
