Actually, the assault rifle SHOULD be more powerful. Mainly because the assault rifle in halo 1 fired 7.62 mm rounds(it's on the ammo thingies, trust me). The SMGs in Halo 2 probably fire 9mm parabellum or something possibly smaller, due to the amount of damage that they do. Now, against shields, the 7.62 rounds would be more powerful because they have more stopping power, and that is apparently all that is needed to deplete shields. The dual SMGs would, however, be more effective against flesh because of the sheer amount of rounds, due to this, more lacerations would occur, resulting in greater overall damage to an unshielded target. My guess? They'll both be in Halo 3, because they have different characteristics, and bungie is probably running out of new weapon ideas, as shown by the recycling of the Assault RIfle.
