Yes, I think it should be against the rules to willfully and intentionally rig a vote. At least when its an actual Bungie poll or contest. I don't think it should be enforceable when its not "official". As you noted; the problem is how does one prove it has been tampered with, and what line do you draw to determine what is okay? I'm not actually comfortable with any of the outlines above. Its too hard to determine how one went about mucking with poll results, unless the parameters are absurdly strict.
I don't know how to enforce this rule, in any of its iterations, unless its a zero-abuse policy. As such, I'm fine with nothing changing at the moment.
If Bungie is willing to risk tampering, then I guess that's their prerogative.
I think the punishment should be something right down the middle...Ya know? Something that splits in half the good from the bad. A way to cut out the cheaters. Some form of program that divides the results in a way that its two equal parts....
Man, I just can't think of the best way to do it though.
