If possible, I dont know if this is but. If a player is found to be modding, bridging, or anything that is considered cheating, is it possible that if a player is found cheating for the second time to ban or block their IP address , or their credit card number they have registered so when they put in Halo 3 they cant go online in matchmaking? If possible is this a good idea?

I'm not even sure that's legal, let alone unfair.

They could fine modders, like they do with WoW.
