1. The UNSC Marines are an international force, with soldiers from Caucasian, African, Hispanic, and even Australian backgrounds. They wouldn't be Kenyan, since that particular batch of soldiers came from Diego Garcia, an Indian Ocean island military base. As for the civilians, I can at least guess at their racial makeup: I'd say that New Mombasa is an international city (all the signs are in English, the international language), while Old Mombasa is more traditionally African (remember the Swahili PA announcements?).
2. Again, while UNSC troops come from diverse ethnicities, they all speak English, the common, international language of 2552.
3. The E3 map (also called "Earth City") was not realistic as a human settlement. You'll notice at the beginning of the trailer that the city was more or less a giant metal hive, towering into the sky, with immense city blocks jutting out into the open air. Who would want to live in a place like that? The New Mombasa of Halo 2 is still futuristic, but on a much more human scale, with parks and plazas to counterpoint the skyscrapers and factories.
Think about it: would you rather live here (Earth City) or here (New Mombasa)?
