Maybe...I think the ark is the salvation and destruction of the galaxy. Let me explain. The ark itself may be the place to activate the Halo's, but it is also the only place in the galaxy safe from them. Just random supposition on my part...nice way to blend the Ark of the Covenant and Noah's Ark. I'm sorry but if the ark is protecting from the rings then why didn't gulity spark say so in halo 2 also why would bungie tie halo to christanaity jewish people who play the game would be mad at bungie so in short it does not protect you from the rings and where did every get this strange idea it protects you
The Forerunners wouldn't want ANY place to be safe from the rings, even the Ark. It's too much of a liability, especially if the Flood managed to get ahold of some ships. They could find the Ark and use it to store some of their food for after the Halos fired.
That's why I think there is some "slipspace pocket" or something that the Forerunners are in and can control everything from. They can decide who can enter this safe little area...But it's not in the Ark itself. The Ark is just somewhere you go to be "examined" for your worthiness by the Forerunners.
