This is exactly the reason that a like button would not improve the forums. Sites like Reddit and Facebook are more of a "news" website.That entirely depends on what perspective you're looking at content from. For instance, on Reddit there are two distinct "rating" options. There is one for the topic itself (which seems to be what you're referring to) and an option for each post in the comments section.

IIRC, that was also the same motivation the web team used to implement the ratings system for files.

The heart of Bungie.net is the discussion. To bump a thread to the top of the page someone needs to post.And that's a problem with the forum software, and also something you neglected to mention earlier, especially in regard to Reddit, because on there you can sort comments by "best", "new", "hot", "controversial", and "old". You cannot do that here, so everyone's view of the forum and the posts within each topic is the same.
