They should make different weapons do different jobs. I mean, Battle Rifle/Carbine, Beam Rifle/Sniper rifle? They have slightly different behaviour but they occupy the same space in the weapon set. Every weapon should be unique. For example, I think it would be better to have a covenant weapon that was somewhere between the Beam and Carbine instead of having those two replicate human weapons. It could have a 5x scope for long range, overheat like the beam rifle after too many shots, but do damage and have ammo akin to the carbine. It would be not as good as a sniper rifle at long range, and not as good as a BR at medium to short range, but in between it would dominate both thost weapons. Just a random example.
