I think that there is a balance problem with using different weapon sets in Halo 1 and Halo 2. It's kind of hard to explain normally, so I'll use an example. On Lockout, if a player sets the weapon set to Rifles only, then every gun except for the Sniper Rifles will become either a Battle Rifle or a Carbine, and the Sniper Rifles will remain as Sniper Rifles. On Lockout, the weapon placement is pretty balanced; one team generally spawns on one side of the map while another team will spawn on the other side of the map, so one team will usually spawn near the Sword and the other will get the Sniper Rifle, which is pretty balanced. However, since every weapon except for the Sniper Rifles become Battle Rifles or Carbines when the weapon set is set to Rifles only, the Sword on Lockout will be replaced with the Carbine (which isn’t exactly a power weapon), but the Sniper Rifle will still be a Sniper Rifle. Therefore, one team will usually get the Sniper Rifle while the other team won’t get anything notably strong, and there is a problem with the balance.

One solution to this problem could be to make the Sword turn into the Sniper Rifle as well as the other Sniper Rifles, but the Sword isn’t exactly a power weapon in other maps (such as Relic or Terminal), so the team that spawns near the weapon that would be the Sword on Default weapon spawns on some maps would get a strong weapon in replacement of what would be an average weapon. Therefore, this solution doesn’t really work. I think that in Halo 3, Bungie should probably manually decide which weapons should turn into other weapons for alternate weapon sets to force balance in alternate game modes. This should take a while for each map, but I think that it’s worth it for keeping Halo 3 balanced under almost all circumstances.
