In the novel First Strike, the Covenant locate Earth and are building a fleet to go there; however in Halo 2 Cortana says that the Covenant were surprised that they found humanity on Earth.

Is this a fracture in canon or are the Covenant blatently stupid for not gathering enough intel on humanity's homeworld? They worshipped the Forerunners right? So how come they didn't do extensive research into the planet they were going too?
Unless it was only Truth who knew and kept it from the other Prophets?

What Cortana meant is that they didn't know that there was that big of a human presence. They thought it was just another human world, not humanity's homeworld.

^ Yeah it was kind of blind luck that they found Earth at all. I think they were just looking for the Ark Portal.

...then again weren't they gearing up for a major invasion at Unyielding Heirophant? The actual force they had there could've taken Earth, if Chief and co hadn't stepped in.

How would they have conducted research, it is not as if they've got a chart with all the planets in the galaxy and whatever is living on them? The Forerunners probably kept all what they knew in the dark, cause of the Flood, and they probably had their own type of Cole Protocol too.

Regret was looking for something, probably cause he and his fellow Prophets--yet again--jumped to conclusions after having tried to translate something Forerunner; there was something of significance in our solar system, but they obviously didn't know what. Then Regret did what he does best...

They expected to find Forerunner artefacts on the planet but no humans. Truth arrived later after word got out that the planet was inhabited by humans.
