Friends before pixels.

If you think about it, for the past 200 years, all humanity's been focused on colonization and not really warfare.

War wasn't really a thing ever since SF drives were invented. The last mentioned war was the Rainforest wars (2200), and then it was pretty much small skirmishes over the next while, then SF drives came along. We all hopped on ships and went out into the great yonder.

For almost 300 years, military tech was at a standstill on anything smaller than an astronomical scale. The biggest leap in military tech that I can think of is the MAC cannon. Guns are pretty much the same, just smarter. The M7 Caseless is about the only thing I can think of along the lines of conventional weapons that is actually a step ahead. Otherwise, we could (and do) make those weapons.

I've seen a real, functioning MA5C that fires a .22, and has since been chambered for 7.62.

.... Not to be a jerk but, the Halo Lore itself has mentioned that without the Insurrection, the results of the Human-Covenant would have been far worse. The rebels made the UNSC relearn how to fight.

They acknowledge that the peace time made them less efficient at killing. In other words... They had no need to advance weaponry.

It's pretty much common knowledge at this point (I would hope).
