Alright.... for a second lets back off and look at the Halo story from a little bit of a different direction. Imagine everyone in the game basically has their own evil agendas based on these "Halos". Everyone who really knows what they do, The Monitors, The Prophets, Gravemind, even Cortana. They all lied to you. Halo isn't a weapon, its something.... different. Thats basically the entire point of this saga isn't it? Halo? What is Halo? As far as we know, what we really know, it could be anything. There is a reason the title of the game is Halo, try not to take what characters with their own agendas say about halo and formulate your own opinions. After all, this game is sorta about being an individual, different, special. Think for yourself.
Lets just say what if.... everyone wants to activate halo themselves? They need a human to pull it off, so its not very easy to trick someone into doing it for them. It seems that generally Constructs will claim it as a weapon of mass destruction (notice how they are the only survivors of this). The Covenant would claim that according to what the prophets have found, its a divine portal to a paradise. The prophets (Truth at least) seems to have his own agenda, but it still involves activating the rings. Gravemind argues that it is a weapon too, but the flood fail to protect the control room at all in either game (sorta important if they want to stop it from firing). Also why does he invade high charity? Could he possibly have been using the Master Chief as a distraction so he can have the most populated thing in the area for his manipulation? 343 seemed pretty messed up in his mind to try to kill the reclaimer to activate the halos and wipe out the flood permanantly, but their was only a release on that halo, is that good enough to wipe out the universe? Obviously not, because Master Chief killed all the flood off by blowing up the ring, no universe destroyed.
Don't you think its a little weird how the Halos were designed to kill the flood, yet they do a horrible job of it, in fact they take care of the flood and grow more. So how is activation the ultimate solution if it obviously doesn't work.
The first rule of all book mysterys is to "never trust the characters" Only the author knows whats going on; don't trust the characters to tell the Tru7h.
