While I know something like this isn't going to be seen by a lot of people, I think it'd be best to have all of this stuff all in one spot. Now, if you encounter any sort of problem with Bungie.net, functionally or aesthetically, here are some quick and easy steps to follow in order to restore normality. They're in the order that I, myself, would do them, but feel free to comment on them and add your own.
If you're browsing on a mobile device follow this order:

Hidden Number 14: Check the same page on your computer.

1. Refresh the page
I find this to be incredibly helpful. This is mainly for aesthetic problems. Anything from something's color not loading properly, layers being messed up, the background being in negative, etc.
2. Make sure you are, indeed, at 100% zoom.
Although I am one of few brave enough to venture through these pages on the deadly and scary 90% zoom, I know that it's definitely likely that parts of the page will look abnormal, especially up by the tabs up top (community, stats, games, etc.).
3. Disable any scripts you have active.
While I don't use any scripts on BNet (or anywhere, for that matter), I know that, especially if they're out of date with the current version of the site, they can cause one to experience either aesthetic or functional difficulties with navigating and using the site and its pages therein.
4. Toggle off any extensions you have running on your browser.
Just like scripts, only less likely to specifically affect BNet and therefore further down the list
5. Sign out and back in.
This, though unlikely could, in theory, resolve any sort of inbox issues or, even more unlikely, posting or reporting issues. Because of my confusion about its effectiveness, it is further down on the list while being a fairly easy action.
6. "Remember Password and Email Address"
Thought I cannot remember what, I remember Achronos saying that this setting was problematic for some reason and should therefore be avoided. If you're having problems with something, be sure to change this. Hopefully someone in this thread can inform me what exactly it is that this affects so this area can be more informative.
7. Clear Cache.
This can, especially on mobile devices, clear up major aesthetic issues that may seem unfixable on your end. Someone's avatar appearing funny all over your pages, a funky "Bless This Mess"-looking post history, or any other majorly strange aesthetic or functional issue.
8. "Have you tried turning it off and on again?"
Close your browser and open it up again. Sometimes things just go... funny.
9. Phone a Friend.
Lots of members on this site (especially those who've been around longer than you) know how to solve problems you may encounter. Message a friendly member or, if you're brave, just a random ninja, mythic member, or anybody who you think may have experienced this problem or may be able to help you. Members on this site can be surprisingly friendly sometimes. This step contributed by Izak609
10. Check the Septagon.
Look to see if someone has already made a thread about it in The Community Forum. If it's a widespread functionality issue, others probably already know about it and Top Men are probably on it.
11. "Have you REALLY tried turning it off and on again?"
That's right. Turn it off. All of it. Restart your computer. Like I said, sometimes things go wonky.
12. Fine. Go ahead.
Make a thread. Make sure to be as specific as possible and, if you can, include screenshots demonstrating the issue. Multiple if necessary or helpful. And be receptive to help, even if people tell you to do things you think you've already done.
13. Private Message
Private Message a member of the Bungie.net Web and Community Relations Team. I've organized them in the order that I think works best for getting a response.
