Wow. Old fricken concept here. Diablo 2 did this right oh so long ago. For every player the levels get harder and enemies appear enmass.
Example (on normal difficultly): One player - average enemy count breaks down to 5 grunts 2 jackels 1 officer level elite, Two players - 4 vetern grunts 2 jackels (one sniper) 1 officer level elite, Three players - 8 grunts 3 jackels (one sniper) 2 vetern elites, Four players - 5 vet grunts 5 jackels 2 officer elites 1 vetern elite (or hunters)
There are so many variants it's mind boggling. Use of Shades, fuel rod cannon, sheer numbers, effectiveness of players equipment. Putting four Spartans on a Covenant ship could trigger a whole squad or larger of vetern elite hunting party. Hell, brutes for that matter. I can only imagine what will happen if you play 4 player arbitor levels. Running into a company of ODST fully outfitted with lotus AT mines..... scary.
