If you want a little math explanation here it is:
The galaxy is a circle of with 1 galactic radius
The 7 halos when activated should wipeout 3 galactic radii
The minimum range of each Halo to reach that far would be for all to have a range of 1.5 galactic radii, all positioned on a cicrle concentric about the galaxy with a radius of 1.5 galactic radii. A distribution like this would actually place the Halos outside the galaxy, which is not where installation 04 was placed, and it also would not cover the entire middle of the galaxy.
Let's say a more logical set up is placing the Halos on a circle concentric with the galaxy with a radius of 0.5 galactic radii, halfway between the middle and edge of the galaxy. To reach 3 galactic radii, each halo would need a range of 2.5 galactic radii. If one installation were to be destroyed, there would be no "safe zone", in fact one installation could cover the entire galaxy.
On a further note 343 Guilty Spark notes that Installation 04 has an effective range of 25,000 light years and Wikipedia puts the Milky Way's radius at about 50,000 light years (which would be one galactic radii), so in no way is that Halo's range anywhere near 2.5 galactic radii (actually only .5).
