Is there any reason Prophet Truth's voice changes between Halo 2 and Halo 3? Just curious.

Canonically I like to assume chief maybe shot him in the throat (non fatally of course) or something on the Forerunner ship.

IRL, bungie just wanted him to sound more menacing. With respect to Terrence Stamp, I liked Truth's original actor as he sounded...well, more realistic.

I liked both of the voices. The original did sound menacing when Truth needed to be. The 2nd one always sounded threatening, to the point of overdoing it. The first voice actor seemed to add depth to the character.

Also they got a new voice actor for Truth in Halo 3.
