I tried to decide which users to quote, but honestly I think just about everyone is wrong.
Affect is simply the verb that means "to cause an effect", while effect is the noun form, which means literally the result of "something affecting something else". There is no separate meaning, they are simply different word forms of the same concept.
EDIT: I might add that there is a somewhat archaic use of the word "affect", which is related to "affectation", essentially putting a pretense of something, or feigning it. (e.g. The man affected a sense of wealth that seemed very misplaced.)
