There doesn't seem to be anything infectious around. I suppose they're being cautious of the possibility of the composer's effects being virulent. Or the UEG is covering up the fact that the enemy has a weapon that turns people into piles of ash.

"Usually, the good Lord works in mysterious ways. But not today! This here is 66 tons of straight-up, H.E-spewing dee-vine intervention! If God is love, then you can call me Cupid!"

-Sgt. Johnson, Halo 2

They are covering up the fact the entire population was annihilated by the composer.

It's a cover up, in some time the UEG will either announce that everyone died because OD the "disese" or declare code badersnatch and nuke the city.

Well for one thing, they don't know the full effects of how the composer works.

Let's say you were confronted with something as powerful as a tool that could eradicate all life in a given area.

You have no idea how it works, so the safest route is to ensure that nobody unauthorized makes their way into the area. It's protection of the people, as far as I'm concerned. I suppose it's one of those things where you can't assume that you already know it's okay to repopulate the city.

But then why would the UNSC send their marines there? why would they try so hard to cover it up, it's obvious they are covering up the events of Halo 4.

-blam!- hell! When isn't humanity at risk?

Glory and fame, blood is our name!
Souls full of thunder, hearts of steel!
Killers of men, a warrior's friend!
Sworn to avenge our fallen brothers!
Sons of the gods, today we shall die.
Open Valhalla's door!
Let the battle begin, with swords in the wind! Hail Gods of War!

Would you rather the populace be aware of the fact that a single Forerunner ship breached Earth's defenses like it was nothing and managed to vaporize the population of an entire city in mere minutes?

Mass panic would break out if knowledge of a new greater threat that aims kill them all got out. Not exactly great for morale if the public were aware of the complete details.

Am I supposed to write something funny here?

I'd say it's pretty hard to hide a massive beam that hit a city. Then contact is lost, and the city gets quarantined later... And that one guy in Majestic gt asked if he knew, not know, people at NP.

Pretty sure Spartan IVs know, and I'm sure many suspect. But the official stance is probably that there's a disease outbreak.
