According to 343i and Karen Travissty's flipped equation, yup, pretty much every single Sangheili except for the smallest of handfuls like the Arbiter, are evil and would start slaughtering the whole human race again at the drop of a hat...as opposed to everything Bungie ever showed or portrayed regarding the Elites, which I am sure you know, with the majority being a combinations of outright human sympathizers and those to whom humanity isn't a big deal either way (don't hate them or love them) and neither part of the majority wanting more war with humans any time at all in the foreseeable future; and then you get the absolute minority which would consist of those who hate humans and want to continue fighting them, and lacking any kind of at all significant numbers to pose a threat to humans or other Sangheili.

In Glasslands and the Thursday War... I never got the impression that most Elites hated us.

It was just Jul, Forze, a church (Servants of Abiding Truth), and other bored Elites who dislike Humans. The majority of keeps were neutral.
Some of these guys have a preventative stance, like Jul. He sees us for what we are: an ever expanding (human) empire. I don't think Jul would have had a major issue with it... Except that the Humans have a reason to lash out. The Covenant (with Sangheili at the forefront) launched a geonicidal campaign against Humanity.
Jul's not an idiot. Humanity has every right to lash out. Jul's predjudice is thinking that Humanity will eagerly follow that path. People like Vaz somewhat justify Jul's thinking.
So no, I wouldn't say the majority of Elites are against Humanity.
Nope, it was far more than that, the whole picture presented of the Elites was them all except Thel hating humans and looking for any excuse to start fighting again, aside from Thel not a single Elite hold the positive views of humans Bungie pretty explicitly laid out in every single one of their descriptions and depictions concerning the species after Halo 2. Levu and Raia also hate humans too and want to start up war with them again. The only significant opinions given for Elites are "war now and war later, but we both want humanity dead and gone". Raia and Levu share Jul's views of humans, they just don't think they should start another war right then and now, but they want one all the same.
Jul does not see anything true either, like any racist or specist filled with a blind hatred he is an irrational fool with no standing on logic or sound reasoning. Very few (in comparison to the whole population and in the grand scheme of things) humans actually learned the full-scale of the Human-Covenant War, because of ONI's propaganda, almost the entire civilian population (and likely any military as well in the Inner Colonies or off the front lines and far from the actual combat) actually thought that humanity was winning the war!
For most people Elites aren't going to be much of a big deal, no more than any other enemy from other wars humanity has fought once the fighting has ended. And considering that the UEG and by extension the UNSC are trying to establish lasting peace and peaceable relations with the Elites, even if they do take issue with the Elites, they have the maturity to actually try and work past their own personal feelings toward what's best for the whole human race...which is finding allies or at least neighbors that won't bother you if you don't bother them in what has been discovered to be a universe far bigger than anyone had previously thought.
