Well Halo is a sci-fi and the whole molten core thing of the earth whould stop that from happening, or atles being hollow.

thoery 2 could be logical, if they have constructed halo, then earth is just a sphere world with its inhabitants inside, and the outside would look like a natural world, able to sustain life too, make it habitable inside and out

edit: the core could be contained by a super dense meltal with a melting tempurature higher then 100 times the heat of plasma(plasma as in the plasma used on earth already with is calculated to be about 10 times the heat of our sun) as the outside would orbit the world perfectly, and the light of the inner core would provide enough solar energy to sustain on facilities inside/outside (NASA also plans that when we have better space travel, that we hollow out astroids and make them giant space cities)

The idea of the forerunners being in the Ark (how ever the specifics are) is very likely. I do think this idea is a little far fetched, even for Halo.

I actually just played through Halo 2 again. I forgot what the level is called when the first time you encounter the Scarab on Earth, but on that level Cortana says, "They didnt expect us here, not just us but the whole human race that is why the came with such a small fleet" meaning that Regret wanted to get to the Ark before the others maybe, this may seem a bit far fetched but I think that the Prophets know alot more than they lead on especially Truth.
I also have the Halo 2 SE and they have deleted scenes which didnt make it in the final cut in the game and it shows the Arbiter with two of the Prophets Truth and Mercy and the Prophets show the Arbiter 7 of these rectangular tablets that show the history of the Elite and Prophet battles and their waged war before they formed the Covenant. Along those they show the 7 halo rings scattered across the galaxy, and on the last rectangular tablet they show one more extra ring (Which I think could represent the Ark) and it has this weird design in the middle of it which is then also shown in the level High Charity. Just a thought.
