Seeing as this is the first time anyone has ever attempted something like this as a side option, you'll have to forgive them for the technology and experience simply being too limited to handle so much.

Is all on disk. Spartan Ops is a weekly episodic serial with CGI cutscenes, totaling up to 50 missions, and all run out of 343i's own servers. The bandwidth strains that would result from all kinds of new information, and then the simple task of creating all new locations, for a project that was entirely experimental, would have just been rediculous. The 360 might not have been able to handle it on top of everything else. You already needed to download multiplayer from a seperate disk, adding that much more strain would have been risky. Since this is a prototype to test the fan's reactions, again, forgive them for playing it safe.
^^That's exactly how most campaign missions go, but they're flashier. Ultimately it's all about finding X.
Halo: Reach had a campaign, firefight mode, forge mode, theater, and a full multiplayer experience and it was all on one disc.
