From a pure FPS standpoint, this idea does not make sense. However, it is an interesting idea otherwise. It could be an innovative style, where you would have to evade enemy AIs and solve complex puzzles or mini-games in an effort to steal information or detonate reactors. This would not really fit into Halo's gameplay - I can already see the complaints about how everyone hates the "Cortana levels." When Bungie tried to add depth to the story by introducing the Arbiter, there were tons of complaints....
