Which ONI funded. Besides the S-III project was by far worse than the S-II project yet we don't see Ackerson being arrested.
ONI funded it yes, yet Halsey was arrested not for doing the Spartan program, but for squandering funds for an unauthorized project, the clones of the children, which cost billions of credits. It was all for legal reasons; ONI merely uses her work in the Spartan program as a smear tactic. Political backstabbing is second nature to ONI.

He died? I really need to get around to readig the Kilo-Five trilogy, I wasn't aware of his death.
Although parangosky allowed the S-III project to happen as well yet she wants to crucify Halsey i've heard. ONI needs to seriously take a chill on the backstabbing.
He died in a comic book years ago, not Kilo-Five.
And ONI's primary goal with Halsey is to keep her under house arrest for honest legal reasons, but they broadcast the whole child-killer thing to keep her from gaining supporters and sympathy. Halsey is dangerous, as smart as she is, so the less sympathizers, the better.
Parangosky openly admits she's going to hell right with Halsey for the things she's let happen, particuarly the Spartan program. I don't think either of them question their effectiveness, hence the SIII's, and really Parangosky has no moral beef with Halsey. It's all legal and political, Parangosky only brings up the moral black hole of the Spartan program to make a point about her motives, why she made the clones.
