I could see a question based clasroom depending on the subject matter. If it is a heavily subjective area, sure ask away. However, if you're checking for understanding the whole class period there is really no point in giving homework too.

Language as in foreign language, or language as in language arts? Foreign language if you are answering the questions in the language, that is closer to a legitimate strategy for classroom instruction. If we're talking language as in grammar, usage, and mechanics then no, constant questions may not be the best way to get people to learn and practice. Sounds like a teacher dodging classwork/homework imo.

In my U.S. History class, I'm the only one who ever answers the questions that the professor asks. It's either me answering the questions almost immediately or us spending half of the time in there in dead silence since no one can/would answer the man.

He's a good teacher, but I think he should know better.

This. It's an interactive process that should allow you to interpret the information you are given and present your own understanding. Otherwise, catching the information as it flies at you won't teach anyone anything..at least, that's how I've always learned. /opinion

Keep going on that one person until they get the answer.
Result:
They start paying attention so they don't look like a dick again.
