Everything option 1 did that makes you think she doesn't want to go with you is wrong. She said "I guess you have to go alone" so you would ask if she wants to go with you. And if she didn't have any feelings toward you she wouldn't get pissed when people joked about you two doing "provocative things," she would probably just laugh with them.
And besides, it's just a school dance. I think a lot of the problems people have with dances is that they think it has to be something serious.
Take everything I say with a grain of salt though. I know nothing of females.

Well, Girl #1 basically said she won't go with you, so that is not an option. Girl #2 offered, but you are not interested in her romantically. So that basically leaves you with the options of going with Girl #2 or by yourself.
I feel that I should bring this up; you do realize that you can go to the dance with Girl #2 as friends, right? A lot of people did that in my high school. Neither of the two parties could find an actual date, so they decided to go together non-romantically. Although, I feel you should clarify that you would be going just as friends, just to avoid possible embarrassment of you and Girl #2.
Can you guys reach some kind of agreement about girl 1? ._.
I'll give you an agreement. Forget girl 1 and go with 2.It really all depends on the tone she used when she said those things.
