When I was 13-15 years old, my parents bought me a whistle. I would get lost in parks, malls, anywhere and I blew my whistle and we'd be reunited in 10 minutes.

I miss those days.

Maturity is not determined by age. I'd say 8, but only a -blam!- phone to talk to your parents. For a smartphone it's 12+.

My progression went like this and it worked well:

5-7th grade: Nokia with no texting
7-9th grade: Slide phone with no keyboard. Really had nobody to text until 9th grade when I started commuting to Manhattan.
9-11th grade: Slide phone with keyboard. No internet, but texting.
11-now: Smart phone.

Depends on the individual child's maturity.

For younger kids, there are those weird phone things (I forget what they're called) that just have a programmable button or two that you can set to dial a certain number when pressed. For those younger kids that are alone sometimes, I'd give them one of those, programmed to allow them to call home and maybe one or two other nearby relatives for emergencies.

I received my first phone(a pre-paid one, very simple) because my mom was worried about me walking home from school, etc. I was about 11-12. But that was the solo purpose.

Yeah that sounds pretty good.

I got my first cell phone at 18. Good ol' Nokia brick. Still works to this day 8 years later. Unlike my droids.

If a kid at 13 HAS to have a phone, it doesn't have to be a smartphone. What's there to be responsible about? Having and keeping a phone that only makes outgoing phone calls to his parents and doesn't include internet or texting? Get the kid a dog if you want to throw responsibilities into the mix.

I got my first cellphone in 1999 when I was 12. In Finland you were special if you didn't have one in the late 90s.
