If you're a registered black belt, the U.S. (specifically California) considers all of your extremities to be deadly weapons if you ever hit somebody with them.

Correct. Martial arts training, professional fighters, and other individuals who routinely engage in personal physical combat can be determined (usually after the fact) that they and their body were "more capable and more likely to cause death" than an average citizen.
In other words, all adults are expected to have a clear understanding of how much they physically outclass another and that difference can result (in the case of a criminal act) in higher charges (aggravated assault -v- assault) or a tougher sentence (look for key words such as "wanton").
UFC fighters, pro atheletes, and just plain big dudes are expected to know that they are more dangerous than average and are expected to show a higher level of restraint and caution.
Just like an average man is more likely to be charged with assault for punching a woman than if he were to punch another average man, or if the woman were to punch him.
There is an overall expectation of restraint and responsibility and it's not ALL equal. A punch isn't necessarily equal to all other punches. Just ask yourself, would you rather take a roundhouse from your great-aunt Nan on the chin or one from Mike Tyson?
