Except the sheriff is barely part of the movie. He has no interaction with any of the main characters. You can assert that their is some connection between the murders and his retirement, but it means nothing because there's just a few scenes of sheriff complaining about how brutal his job is.
The movie is about him. He's just barely part of the action, and is always a step behind. It's very strongly implied that he feels he would've died on the job just as his father and grandfather had before him if he continued. EDIT: The whole reason you don't see Llewellyn get killed directly is to remind you that the story is about Bell and how the events affect him.
Besides, film isn't solely dependent on plot alone. The movie's minimalist style, superb acting, interesting setting, recurring themes, numerous subtleties and incredibly tense and exciting scenes make it a classic. It's not the best, I admit, but it's my personal favourite. My second favourite is Fight Club.
