I think we're missing the most important factor here.
Treads can't teabag.This is a good point.

@Bungie always makes realistic designs: No, just no. Look for example at Warthog, Ghost, Falcon, Hornet, Phantom they're all open and it is incredibly easy to shoot the people inside. Bungie designs stuff that looks cool and unique, but they never designed very practical or realistic vehicles/weapons etc. This is also a point. Yes, there's a certain place where they have to balance gameplay concerns against reality, but I imagine that, when possible, they would want to make the design more realistic. A universe is brought to life through the little details that support each other and create a cohesive experience. I'm going to continue to assume that this is what they are trying to do with the walking tank, because that makes for a more interesting conversation than "Walking tanks sure are cool!".

Maybe it's like a Mantis or a mech of some sort. Having energy shields protect its legs would stop them from being crippled. Kind of like MC's Mjolnir armour, where some parts have stronger shields. This could also be true.

Why is that dude's cloak tattered? Don't they have tailors 2712?Tattered cloaks look awesome. Don't rock the boat baby!

EDIT: BTW, maybe the last city is Puerto Princesa? =PThat's what many of us are thinking as well.

Not to mention, a walking tank seems much more difficult and resource intensive to manufacture
I would say this is the opposite and one of the main reasons for having a walking tank - actually I just realised your talking about robot legs. I think they are animal legs ha - Recon was right about how amazing it is people view concept art in different ways.
People have used animals in War for thousands of years, if you are a small faction its much easier to mount guns on an animal than manufacture tanks.
I disagree. Unless said animals breed like rabbits and grow like Bamboo, I think it's still easier to create even a walking tank from raw resources mined from the ground than to raise a Frog-Tank from their little tadpole forms.

This is just concept art, remember.
I'd only start asking questions if the walking tank actually makes it in-game.I can't imagine that DeeJ randomly grab a piece of concept art from Bungie's Big Bin of Concepts without looking and toss it up on the website to see. I mean, what if the first piece of Concept Art we saw for Halo Reach showed all of 7 members of Noble Team posing for a camera prior to Thom and Rosenda being cut out?
I feel strongly that the vehicle is definitely going to be in the game.
