having fancy software wont help you. Its about artistic talent. If you can't draw something like that on paper, you can't draw it on a computer. with or without a tablet.

You'll need touchpad addon to "paint" those images in image editing software, they're like tablets, but just for drawing/digital painting.
You would also need the skill and the patience.

I get that, I was responding to the hardware comment. I have necessary software and hardware. I need tips regarding workflow and technique.

Image editing really isn't that resource heavy, especially at a beginner level. I was using a 1.3ghz dual core computer up until a few months ago.

Only thing I can tell you: Definitely buy a tablet. It's incredibly hard to produce something like that with a mouse.

You might want to invest in Paint Tool SAI. A lot of artists I know use it, and they say it's very convenient and easy to work with.
Regarding your actual techniques... with all the classes I've taken and the time I've spent drawing, I've learned that there is no such thing as a universal technique. Art, especially drawing, is something you have to figure out for yourself.
Perhaps we could have a sample of your work to see how far you have to go?
