Well of course there is that. But it is generally agreed upon that most of games since around 08' have had poor quality map. I never really hear that argued. I more mean opinions on gameplay being fun, a story being interesting/good, things like that. Things people for some reason treat as fact.
A single opinion is never fact unless it is a repeatable observation or based upon a fact.
However, collective opinions can be considered observable trends/testimonies, which have more weight, especially when there is a factual majority backing the particular opinion.
Above all though, the educated opinion of few competes with the uneducated opinion of many. It is there (and only there) that the person responsible for the content (343 in this case) cross-reference the opinions with factual data (heatmaps, game results, video results, meta-game achievements, etc.) and decides where to go from there.
If either parties say X map is bad, but the stats reflect the opposite, the developers are less likely to make changes. At least, they wont be doing anything to it soon because of the conflict.
All this fancy verbiage simply means is that you are entitled to your opinion, but your feedback should be well-informed/researched and educated because that's what shapes the game. If you like Spartan Ops for example, that's all good and nice, but don't go on waypoint and say it's "perfect" because that not only contrasts with a significant portion of others, but also doesn't help the developers.
Neither does bashing/hatred by the way. But of course, people will ignore this and make up their own statistics to rile up a bunch of fanboys, rustle everyone's jimmies, and just waste everyone's time.
I am admittedly guilty of this at some point - most of us are passionate gamers after all - but now I really don't even bother anymore.
