Would you kindly ?

So recently i had Sonic Adventure 2 plus the battle DLC for steam and it worked fine before on my laptop with no issues, then i i decided 3 days ago to uninstall some -blam!-, and i uninstalled Halo 2 Dedicated Server, however the ded server uninstall glitched and my computer started malfuntioning, as in none of my files would appear except for folders, and i tried multiple system restores and then i said -blam!- it and restarted using acer erecovery to reset my computer to factory settings and it fixed it, i had to redwonlaod my backups and all that, but after that some of my games on steam started malfunction. i had to download a couple of d3d file .dll files to get certain games to work again

Like for sonic adventure 2 battle i had to redownload a "d3dx9_42.dll" to get it to work and then it would launch but the game was laggy as hell, and i KNOW my computer can run it and its especially unacceptable for a sonic game. Other games work fine, except this one

I also had to download "d3dx9_43.dll" for Jet Set Radio.

Also why the hell arent a few of my steam games downloading these .dll files when they should?

Any solutions?

Judging from your OP, you have an Acer Laptop.

Rather than faffing about with random crap, just reformat your entire system. Firstly, get a Windows 7 ISO from here (don't worry, it's perfectly legal), burn the image to a disc/usb and format your HDD when you get to the point during installation that asks you to choose a place to install the OS.

To activate Windows, find the little sticker typically underneath the laptop that says the version of Windows you have and the corresponding product key. Activate Windows with the key you find there.

A word of warning, formatting will remove everything on your HDD, so make sure you back up your stuff first. (If you can't access your files from Windows, a Linux distro on a CD will be effective in offloading your files to somewhere safe.)
