LOL, you obviously do not know the meaning of suborbital... In the books (I believe its First Strike) The spartans are able to jump out of a pelican, thats basically, in space, and only 6 of them died (I'd like to see you try that... no, I'm serious) but in the games, (Really just Halo:Combat Evolved) if you jump at a distance that a normal human may even be able to survive, you die. Keep in mind they have... Shields, Metal bones, 1 ton Armor, A very, very thick jell layer (If they were falling, and the first 3 wouldn't do the trick, they'd probly overload their jell layer to lessen the impact.
But, to answer your question, balence, and Bungie had no idea exactly WHAT thier spartans could do, once you think about it, bungie just said, okay, these guys will have very thick armor, and shields... Eric Nylund did all the rest, therefore, before the halo books, they must have thought it would be a good idea to make to so that falling damage was a factor.
