That's an anti hero.
No, an anti hero is one who chooses to take the law into their own hands. They know what's right and wrong, and they choose an other. Take the Punisher, for example. He knows that killing the bad guys is wrong, and that he should be taking them to the police for trial and such. But he kills them cause that's what works best.

Dr Manhattan is like a god above the good and evil fight. He's indifferent.

That's kind of a specific aspect of anti heroism. It doesn't have to be restricted to the human level.

Hulk for example is considered to be on god level (by some people) yet he is widely known as a famous anti hero.

True, but Dr Manhattan is a special case.

He's more the Galactus or Q level being. He is so far above the concepts of good and evil that they don't even register anymore. Its like a human looking at ants battle.
