Appropriate time to say this: When this sort of situation is happening, don't yell "OMG CALL 911!". Instead, point to a single person (don't take your time choosing, just choose someone random) and say "YOU, Call 911." This eliminates someone waiting for another to do something.

Or, you can call 911. But this is a preferred way of doing things.

He had time to recover from the fall and begin trying to get back up. One of the pictures shows him trying to pull himself up off the tracks.
