Just saying that the way the healthcare system is set up now this sort of "backlog" can happen when resources or money are limited, due to either fraud or people taking advantage of the system. You might know this under the term of "rationing healthcare".

This sort of backlog can happen when many people get injured at once. Neither of those in the question would be taking advantage of the system, or committing fraud.

One broke their ankle and the other was in a car accident. It's not like someone who had the sniffles is causing either of them to wait.
