So by the logic of everyone supporting this, anyone who's a fan is more/ equally qualified to make games than/ as professional game developers?

You seem to be insinuating that he is going to be opening source code and entering new strings of data, or adding new polygons to texture models. That's something that comes with an education and degree.
What Bravo knows - like many other competitive players - is how the game plays competitively and what settings under the currently provided tools would best benefit both communities. It has nothing to do with knowing 'more' than the developers, but everything to do with being an well educated in that field. That comes from playing competitively, which is something developers don't have expertise in.
Why do you guys fail to understand this and become so emotionally biased towards them? It's cool if you don't like competitive Halo, but saying he is 'just some other guy' is a wrong statement. When you go back and complain about balance on a certain map, guess who's the guy to analyze that feedback?
He is. He'll provide his competitive insight, as well as suggestions, testing, and player feedback to (*gasp*) the developers so they make the necessary changes. It's not going to tell them how to build the game, but rather bring the feedback, help the testing, and offer a new perspective.
