It doesn't rely on the villain as the main obstacle of the protagonist. In the grand scheme of the movie, Warden Norton has a very limited role.

How is Kubrick overrated? He certainly receives/received a lot of praise, but why doesn't he live up to the praise?

yeah he only keeps him imprisoned indefinitely and hinders his every chance at early release/pardon and lets forget about all that forced labor, that not relevant at all to the plot

True, but it's more of the situation in general that hinders Andy. Regardless of Norton, he would've still been imprisoned for 18 years.
