Halo CE was really only Pistol, Rockets,'the ocasional FRG or Sniper. Anything else like the flamethrower or shotgun was pretty much screwin around. Still, the CE pistol is as satisfying to use as the Halo 4 DMR due to its range, power and accuracy. I might hop back onto a CE server if I can find an unmodded one that isn't freaking Blood Gulch.
I didn't actually play Halo 2...
Halo 3's only truely UP weapon was the AR. Duel wielded stuff and non instant kill pick ups (brute shot, shotgun at 2sk range) weapons out damaged the BR at close range. It's weapon variety also complimented the custom games suite.
Reach had a pretty good sandbox since most stuff was actually useful, and like Halo 3, the pickup weapons out damaged the DMR at close range, so there was room for variety. Grenade Launcher is still missed as the corner shooting angel.
Halo 4, besides the DMR, LR, and buffed Needler, kind of took a step back in terms of satisfying weaponry. The Sniper and Beam Rifles are complete combat rifles now since they can't be unscoped. It feels cheap using them when under fire, even though I just got body shots in the past Halo games. The Sticky Launcher isn't as fun as the Grenade Launcher since there's no learning curve with it and the grenades can't bounce. Stickies are no longer as satisfying to gib vehicles with since they're weaker and can be spawned with.
So, probably Halo 3. Even TU DMR bloom on Reach feels awkward once mastered since there's a hesitation between shots. Reach's slower movement and lower jumps also made the weapons harder to avoid and less fun. The BR was rarely used in custom games, too, so its awful spread didn't need to be worried about most of the time I played Halo 3.
