There is a certain point of tolerance that should never be reached.

Halo 4.

There isn't a single weapon that you can't use effectively... Some are better than others.

With ordnance drops, more of the sandbox comes into play as well.

Easily 2. The emphasis on dual combos alone makes it the standout. It also introduced the sexy Carbine.

3 had more guns, but many were redundant or made less useful. Laser and rockets did the same thing. Spiker and SMG also pretty much filled the same role. The Needler couldn't be dualed and had its range and mag size cut in half. The Magnum was even worse due to its smaller mag and slow ROF.

At least until Destiny.

I think Reach, because it had almost all of the weapons from the past games, with the exception of the SMG and the Brute Shot (can't remember any others missing right now).
Giving the pistol back its scope was great, and the AR was actually satisfying to use.
Replacing the Beam Rifle with the Suppression Rifle was a good thing IMO, because the covenant counterpart to the UNSC sniper wasn't just a reskin, but a different gun with a different purpose long range.
