Because 343 needed Lasky to seem like a really cool guy and hero so they made Del Rio a cliche contrast of him. Really crappy story telling.
Or maybe the other guy got it right. The guy who said that Del Rio is not a leader but a manager and he didn't wanted to do any heroics unlike fabled Captain Keyes.


Or he's just the obligitory dick commander to cause conflict in the CoD-like video game 343 was trying to make.

His ship just crash landed on an alien world and as soon as they land they're attacked. The main reason they were pulled in was because they followed Cortana's distress beacon thing

This. Everybody got angry at him, and then rejoiced in how bad ass Chief was when he said no.

It was almost a good little story arch, but much too predictable.
