Why would I balance it? Sad to say, the honest fact of the matter is that the DMR deserves to win. Giving people three chances to score a headshot is sorta like having training wheels, and it makes sense that the BR should be a little weaker to compensate for that. I don't think it should be weak to the point where it can't even put up a fight, but it makes sense that the DMR is the stronger of the two guns.How is it a training wheel if each individual shot is about a third of a DMR's shot? That puts you at a significant disadvantage.It's a trade off. For being able to get headshots more easily, your gun is less powerful, but if you have difficulty getting headshots, it's the gun for you.
The problem is that most people have no problem getting headshots no matter what range they are at, so the DMR is always the better choice. Unless you can think of a way of balancing out that dynamic, I just have to accept that the BR has to either be always weaker than the DMR or massively more useful than the DMR if it gets buffed because people would rather get easy headshots than use an inferior gun.
Headshots only play a role after shields go down.
Having one gun be inferior to another because the last shot to kill a target is marginally easier than the first four doesn't make much sense to me.
It's also the same argument that people used to try and keep the automatics down.
