I see what you are saying, but what is the point of telling any story then? Why not just have the final level as the whole game? The narrative is what's important It exists for it's own sake.
But ME2 did not advance the over-arching narrative of the series in any way, shape or form.
It did, it fleshed out the universe a lot. Stuff like the role of Cerberus, the Krogan, the role of the Asari and pretty much any faction. It gave depth to the universe the story was told in.
If you removed all of the depth, you end up with a single game where you just kill the bad guys without really feeling invested in it. I maintain that ME 1,2 & 3 are better for the investment players give them. You feel like you are a part of the story, instead of just playing through it.
