If you're an Office fan who's been paying attention to the ongoing saga of the Scranton Strangler...
tl;dr: Toby is the Scranton Strangler. Here's why:
The Office, Season 5, episode 9. Toby argues that they should have the air in the Office checked. He says asbestos are in the floor/ceiling, "These are the silent killers," Michael replies with, "Toby, you're the silent killer." Toby looks at the camera a moment, then turns back and says, "You'll see." Really, this actually happens.
The characteristics of a serial killer: The average serial killer is a white male from a low to middle-class upbringing, like Toby. Most are single or divorced, like Toby. They have a high IQ, like Toby whose character is to be the straight man in the office. They're often loners with few social connections, like Toby. They often wet the bed past age 12, in Lecture Circuit Michael makes a crack about Toby wetting the bed, and Toby looks like he touched a nerve. They often have attempted suicide, no word on that, but he often comes off as depressed.
Now one of the things that characterizes sociopaths is egoism, and Toby loves to talk about his crimes, indirectly. Toby was chosen to sit on the jury at the trial of the "Scranton Strangler," and he brings it up as often as he can. Why? Because he has an ego and loves to brag, but what he's always adamant about is that they convicted the wrong guy. In fact, he was the only member of the jury holding out against the conviction. Why is that? Because he knows the man wasn't the Strangler, because he is, and it torments his ego to know someone else is getting the credit for his work. Which is why at every turn he tries to explain to people that they shouldn't give that guy the credit, and talks about the crimes.
The first mention of the Strangler is, "Scranton Strangler Strikes Again," on a newspaper in season six, meaning the Strangler has done at least one murder before that. Toby was divorced from his wife by at least season five, which may have been the last straw, his breaking point. It would have boosted his contempt for women and for himself. It mirrors his own childhood, where his parents divorced and they both wanted him to testify in court against the other but he couldn't choose between them as mentioned in The Deposition.
They're setting him up to kill Nelly because they know the fans hate her and their getting together last episode seemed weird. But why does Toby like Nelly? He became infatuated with her in the episode "Here comes treble," when she dressed up as him, and now he fantasizes about dressing her up again and killing her dressed as himself, because he hates himself.
Also, the guy in the food truck pointed at Toby and looked scared, making a choking gesture. Toby said it was because they re-enacted the crimes during lunch.
