They are white. Their skin, hair and eyes are white. There's an image which compares skull shape and face of both White people and asians, and shows the anime face, and it matches really well to the White girl, and not at all to the Asian girl.
Also, they're usually tall and "full breasted".

Some might say it is biased, but I have seen a lot of Asian people and a lot of white people, almost no anime characters look like Asian people, even if they have long black hair and brown eyes, except for old people. However, I've seen quite plenty of characters who look like white girls drawn in anime style.

I have known people who looked like these characters. I specifically chose them based on their similarities to real people. I've known a lot of Asian girls too, they look NOTHING like anime girls.

Why? Characters from american cartoons rarely look like real white people either.

They don't need to look more Asian, they just are, it's not hard to accept, just stop looking at it through an American perspective and try seeing it from an Asian point of view. They see asian as default. Like the page I linked stated, if you draw a stick figure, most people in western countries will thinks it's a white guy, but if you showed it to a person living in Japan, they would think its an Asian guy. It's all about perspective and how we see things as default.

Obviously they are different. Anime characters do not look Asian at all and look like cartoonized white people.

I don't know about you, but I'm pretty sure white people don't have tiny noses, huge eyes, and hair and eyes the colours of the rainbow. There isn't anything white or asian in terms of appearance, but the fact that they are drawn by Japanese people in Japan for a Japanese audience kind of implies that the characters would be Japanese (unless specifically shown or stated otherwise) despite lacking any stereotypical asian features.

I mean Guts from Berserk is obviously "white", but I can't say that about Haruka from iDOLM@STER, can't I?
