I can, and I just did. On my laptop that is. I lost all of the plays on my laptop. Years worth. However, by going to music > itunes > previous library versions I successfully restored the itunes version 10.7. Well, that's because it's a previous version of the library file. If you tried to use the most recent version, you'd get an error message along the lines of "iTunes Library.itl cannot be read because it was created by a newer version of iTunes." Unfortunately, and as you've already seen with the play count, this probably won't have your most recent settings/playlists/etc.
However I am not satisfied and am not going to make the transition like this on my desktop. I am not going through the arduous process of re-adding music and play lists. It would simply take forever. So a gigantic, universal, CAPITALIZED, -blam!- YOU ITUNES! YOU ROYALLY, UNWITTINGLY -blam!- UP MY MUSIC LIBRARY.What is so bad about 11? I've turned off iCloud and all is well regarding duplicates, which is the only issue I was having.
