Your friend is right. Come is supposed to be used in reference to moving toward the speaker.

i.e., "Will you come over here?" or "When you are you coming over?"

You would use go when you, the speaker, are moving. "I would like to go back home".

Well, it sorta depends on where the person is when they make the statement... If they are currently in VA, then it is correct. If they are not in VA, then it is incorrect.

It should be "I can't wait to GO back to Virginia." because come back implies you're saying it to something that's not currently where you are.

It's 'come' if you're talking to someone in Virginia. Or you're moving in with someone, for instance, and you're talking to them.
