If they are still looking, then while holding the snarl, I let drool start to drip from my mouth, I stand, curl my fingers into claws and with a hunched over crouch, I then make slow and deliberate steps towards them. When I get close enough, I let them hear my agonized and gasping growls and then, if they continue to stare, when I get within arm's reach? I kiss them on the nose, and run away giggling.

Awesome.

Also all you bleeding hearts, If you don't want to get on the wrong end of it...

Read the article. Once put into full commercial use they can be programmed to go off at certain boundaries. Say it has to be within certain distance of the remote. So if the police officer puts the handcuffs on someone and they run off they'll go and shock them automatically.

It's like people who are under house arrest have to wear those ankle monitors.

If the cops arresting the 99% protesters had these, they could just club, handcuff, and then leave them in place for hours while they process everyone for arrest. No one could get away. The second they tried they would be on the ground convulsing.

I would argue saying that police have a right to subdue the crowd if it's evolving into a dangerous riot, but that argument could go on for days.

There's also that fact that just because you cuff someone doesn't mean they're going to stop resisting. An officer is most vulnerable when placing handcuffs on someone. This way if they can at least get one cuff on (although officers are trained to put both on at the same time it doesn't always go perfectly) you have another means of subduing the person.

Honestly, I could only see this being used by the military.

I don't think it would ever be allowed in law enforcement.
