Here in Scotland a note here says on it "I promise to pay the bearer on demand the sum of (amount) pounds in sterling silver."

It represents silver (or gold in other countries) but if you asked a banker for the silver that is promised on the bank note you would probably be thrown out of the bank.

Rare metals are valuable simple as that. As for why gold was used gold has been used for centuries in barter/trade systems. Silver can also be used as seen in pounds. The main reason they are probably used over other metals is gold and silver are both easy to melt down even with poor tech.
